Dr Pauli Heikkilä is a Senior Associate with IiII Advisory. He consults for financial institutions and governments, mainly on the development of national innovation systems as a whole, small and medium-sized enterprise financing, export credits and the promotion of cooperation between public and private actors. Dr Pauli Heikkilä has more than 20 years of experience working in and with public financial institutions.

Previous Positions

Dr Pauli Heikkilä served as the CEO of Finnvera until 2024, Finland’s official export credit agency and the country’s national promotional bank. He was also a member of Team Finland’s Steering Group and has extensive knowledge not only of export and SME financing but also of the development of national innovation systems. Before joining Finnvera, Dr Heikkilä was the CEO of Digita Oy, a Finnish broadcasting and telecom company. Prior to that, he worked as a Technology Director at Tekes (now Business Finland) and as a Project and Group Manager at Nokia Corporation.

Education

Pauli Heikkilä holds a Doctor of Science in Technology. Throughout his career, he has acquired additional education, especially in leadership, change management and strategic planning.
